Task Manager has been disabled by your administrator
Wondering how can you access the Task Manager when you’re facing this message: Task Manager has been disabled by your administrator? There are 2 ways to do this.
First method (the easy one):
Click Start, Run and copy/paste this command:
REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableTaskMgr /t REG_DWORD /d 0 /f
Click OK.
If you still cannot access the Task Manager try the second method:
1. Click Start, Run and write: regedit
2. Go to the following:
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies\ System
3. In the right-panel, right click on DisableTaskMgr, click on Modify and change the Value to 0
4. OK
4. Close the window
Now try CTRL+ALT+DEL. It should open the Task Manager without any message :)

If the administrator disabled your task manager, then it’s highly problable that he already removed your administrator authority. And you cannot edit the registry if you’re not a local admin.
Or is a malware. In my case I end up purchasing a Kaspersky and new XP install (my DLLS were very messy:)).

Katherius I’m not talking about that situation when the admin banned the access to the Task Manager. This situation is likely happened when you got a malware as Gad said.
Unfortunately I don’t have that kind of good antivirus on my PC and I am in this situation almost everyday. I thought that a little help for others in a similar situation is priceless :)

Yeah if this is a home or small office computer running on an administrator level account, the cause for this 9/10 times is malware. Get malwarebytes and/or combofix.
